Display file cumulative bytes being downloaded

Description: Display the numbers of bytes that has been downloaded per second and at which rate when downloading a file.
Extra: A new cvar cl_info_downloading has been added
Possible value:

• 1 to turn on
• 0 to turn off

Setup: Put the func file to ./user/sofplus/addons

NOTE: The numbers of bytes downloaded on a file wont be saved if the download is interrupted (like a disconnection) while the file hasn't been finished yet.
